The exchange took a more menacing turn when Medvedev alluded to “The Dead Hand,” a Cold War-era Soviet nuclear system designed to automatically launch nuclear missiles in the event of a decapitating strike against Russian leadership. This veiled threat was perceived as a significant escalation. In response, Trump declared that he had ordered two nuclear submarines to be positioned in “appropriate regions” as a precaution against what he termed “foolish and inflammatory statements.”

Kremlin spokesperson Dmitry Peskov sought to de-escalate the situation in a press briefing, stating, “Russia is very cautious about nuclear nonproliferation matters, and we believe everyone should be very careful about nuclear rhetoric.” He further underscored that neither side wished to engage in polemics over the issue. Peskov emphasized the mutual understanding that “there can be no winner in a nuclear war,” framing this as the foundational principle guiding Russia’s stance.
